The best way to find relevant primary law is to review a secondary source (such as an ALR article, treatise, or nonprofit publications) that will include specific citations. Searching for statutes and regulations can be tricky because often relevant subsections appear in different chapters of the statutes and regulations. In addition to keyword searching, be sure to check the popular name table, tables of contents, indexes, and related section suggestions. To find a popular name table in Westlaw, type "popular name table" in the search bar but don't run the search. It should suggest both the United States Code Annotated Popular Name Table as well as popular name tables for individual states.
